Illinois Hispanic Chamber Commerce named Socorro Vazquez as its chairwoman

The CEO of Toro Construction takes the helm of the Illinois Hispanic Chamber of Commerce, pledging to champion Hispanic entrepreneurs and empower the next generation of Latino business leaders.

CHICAGO — The Illinois Hispanic Chamber of Commerce (IHCC) has appointed Socorro Vazquez, CEO of Toro Construction Corp., as the new Chairwoman of its Board of Directors.

A respected construction industry executive and longtime advocate for Hispanic entrepreneurs, Vazquez steps into the role with decades of leadership experience and a strong record of supporting small businesses.

Vazquez leads Toro Construction, a self-performing MBE/DBE/FBE general contracting firm known for its expertise in design/build projects, renovations, and new construction. Under her direction, the company has built a reputation for high-quality work and for self-performing core trades, including carpentry, drywall, and framing.

“I am deeply honored to serve in this new role. It is a privilege and a responsibility I take with immense gratitude,” said Vazquez, who previously served as vice-chair of the IHCC board. “As the CEO of Toro Construction, I have witnessed how access, advocacy, and representation open doors for Hispanic-owned businesses.

“My focus as chairwoman will be to champion entrepreneurs, support equitable economic opportunities, and uplift the next generation of Latino leaders through mentorship and representation. IHCC plays a vital role in empowering thousands of businesses, and I am committed to leading with integrity and collaboration as we strengthen our economic future together.”

With more than 20 years of industry experience, Vazquez has earned recognition for her leadership, including selection to the EY Winning Women North America program and receiving the Negocios Now Latinas in Business Award. She also serves on the board of UNO, a nonprofit dedicated to supporting young girls through sports and mental health initiatives.

IHCC President & CEO Jaime di Paulo praised the appointment.

The chamber also expressed gratitude to outgoing Board Chairman Arthur Zayas Miller, who will continue to serve on the board after completing his three-year term. His leadership strengthened IHCC, expanded its reach, and advanced programs that fuel the growth of Hispanic-owned businesses across Illinois.
