ALL Construction Group, led by Latino entrepreneur Luis Puig, is making history by breaking ground on what is already considered Illinois’ most significant construction project: the nation’s first utility-scale quantum computer, valued at over one billion dollars.
Located at the Illinois Quantum and Microelectronics Park (IQMP) and developed by Silicon Valley-based PsiQuantum, this facility will transform Chicago into a hub for quantum innovation in the United States. ALL Construction, working alongside Clayco and BOWA Construction as contractors, and Related Midwest as the developer, is responsible for building the core structure that will house the nation’s first fault-tolerant quantum computer.
Puig proudly acknowledges the scale of the challenge. “This will likely be the largest technology infrastructure project we’ve ever undertaken.”
A New Technological Chapter for Illinois
Located on Chicago’s South Side, the quantum park project will place the city on the international innovation map while carrying strong symbolic value for the Latino community. The development is located in a district where over 70% of residents are Hispanic, on formerly industrial land in an area historically affected by underinvestment.
PsiQuantum, headquartered in Palo Alto, California, develops quantum technology with the potential to transform entire industries—from medicine and transportation to communications, national defense, and advanced manufacturing. The technology can solve problems that even today’s most powerful supercomputers cannot handle.
A Major Step for ALL Construction Group
The $117 million contract, signed as a joint venture with the other contractors, marks ALL Construction’s first foray into the critical data center sector. Puig notes that the company is currently focused on constructing the building’s core structure, with interior fit-out to follow.
Construction began in early November, and this phase is expected to be complete by late 2026, at which point the building will be ready for quantum technology deployment.
“Being part of this project means creating jobs for my community, expanding the company into a new technology infrastructure segment, and supporting the overall growth of the business,” Puig said.
A Family Legacy of Hard Work
Luis Puig’s personal story is one of perseverance and vision. His father arrived in Chicago from Cuba in 1956, starting with small carpentry jobs in Humboldt Park. By 1959, he had his own business, and in the 1960s, the family expanded into masonry, eventually securing contracts with industry giant Walsh Construction.
The family’s hallmark became a work ethic of hard work, honesty, and commitment. After his father passed in 2014, Luis expanded the business into general contracting. Today, ALL Construction completes $80–100 million in annual projects and is recognized as one of Illinois’ most influential Latino-owned construction firms.
“I am grateful to all my employees and everyone who has dedicated time and effort to grow this company. It’s not just me; it’s my family and everyone who works with us,” Puig said.
